This series relates to the initiation and development of a comprehensive mental health plan to provide services to communities in every part of the state. Federal grants from the Mental Retardation Facilities and Community Mental Health Centers Construction Act of 1963 and the Maternal and Child Health and Mental Retardation Planning Amendments to the Social Security Act helped to focus on the concept of the comprehensive community mental health center. The first plan was prepared by the Division of Mental Health Planning, Alabama Department of Public Health. A corresponding construction plan was formulated by the Division of Hospital Planning of the Health Department. The Plan was administered through the State Mental Health Authority. Included are a condensed version of the Plan, supplements, updated plans, standards for programs, procedural guides for communities, and minutes of the program development committee of the Department. The updated plans reflect changes in treatments, philosophies, programs, services, and fiscal considerations since the 1965 Plan. The State Plan for Services to the Mentally Ill in 1976 was developed in response to the Special Health Revenue Sharing Act of 1975, Title III, Community Mental Health Centers.
